Paul Bea is a government relations advisorspecializing in transportation, particularly the marinetransportation system. In 2006 he formed PHB PublicAffairs after 26 years as Washington Representative of the Port Authority of New York & New Jersey and manager of its multimodal Federal agenda. His policy and program experience includes infrastructure and finance, port gateways, freight system improvement, environment, navigation safety, and homeland security.

Paul has participated in a range of water resources projects and policy matters, starting with the landmark Water Resources Development Act of 1986.  He was actively involved in port coalition efforts to resolve difficult issues regarding project cost-sharing and the creation of the Harbor Maintenance Tax and Trust Fund.  Paul was one of a team who won the authorization and funding for the largest Corps of Engineers deep draft navigation project, currently under construction in the Port of New York-New Jersey. 

In recent years he has focused on how Federal policy should address the demand for new freight system capacity, including short-sea shipping, and navigation safety.  Following the attacks of September 11th Paul was actively involved in emerging homeland security policy and grant programs.  Paul has participated in transportation related organizations.  He was appointed by the Secretary of Transportation to the Marine Transportation System National Advisory Council and serves on the Board of Advisors of the Eno Transportation Foundation. Paul also participates as a legislative advisor to the Joint Ocean Commission Initiative, created to advocate recommendations of the two national ocean policy commissions.  Paul’s coalition credits include his present role as chair of the Coastwise Coalition, which encourages expansion of the domestic transportation capacity through short-sea shipping. He heads the Marine Navigation Safety Coalition to advocate for Federal navigation services programs. He also organized and chaired the Washington Port Representatives group for 23 years and has participated in many initiatives with the American Association of Port Authorities.

Paul has been involved in a range of transportation and environmental policy and project issues.  That experience includes land, sea and air modes of transportation with a particular interest in ”intermodalism”.  He has been called to serve on national and professional advisory panels, has addressed industry and association audiences, and has led coalition efforts.  
He is affiliated with The Ferguson Group LLC and Maritime  Transport & Logistics Advisors, LLC.

Paul professional background in Washington includes serving as aide to New Jersey Governor Brendan T. Byrne and to the late U.S. Rep. Edward J. Patten.
He earned his B.S. at Indiana University of Pennsylvania.
