K. Palmer Biography

Ms.
Palmer began her work in telecommunications access when invited to serve on Pacific
Bell’s Advisory Group for People with Disabilities (AGPD) in 1991 and continued
in that capacity until 1995. In 1994, Ms. Palmer joined Pacific Bell’s Disability
Market Group. While at Pacific Bell, she served as an alternate to the Telecommunications
Access Advisory Committee for the U.S. Architectural and Transportation Barriers
Compliance Board. After the Pacific Telesis merger with SBC, her duties expanded
to internal processes that promote the design of accessible telecommunications
throughout SBC and its affiliates. Ms. Palmer accepted a position at Pacific Bell
Mobile Services in 1998 to focus on wireless access. She currently holds the
position of Associate Director of Regulatory Affairs for Cingular Wireless LLC
and continues to work closely with disability and consumer organizations. Prior
to her work in telecommunications, Ms. Palmer developed and coordinated a computer
skills training program for adults with disabilities, taught special education
in San Jose as well as graduate and undergraduate courses in assistive technology
and computing at San Francisco State University. Ms. Palmer received her Master’s
Degree in Interdisciplinary Studies in Education with an emphasis on computer
education at San Francisco State University, magna cum laude. A founding member
of the Association of Access Engineering Specialists, she currently serves on
the national advisory committees of the Telecommunications Rehabilitation Engineering
Research Center, the Information Technology Technical Assistance and Training
Center (ITTATC) and the Federal Communications Commission’s Consumer/Disability
Telecommunications Advisory Committee (CDTAC).
