9:15 AM NATIONAL AGENDA ON HIE INFRASTRUCTURE AND HEALTH IT ADOPTION

The American Recovery and Reinvestment Act (ARRA) incorporates a number of health IT-related provisions that, if passed, would have significant impact on states. The State Alliance will receive presentations on the stimulus from the Office of the National Coordinator for Health IT (ONC), NGA and Manatt, and discuss prospects for federal investments and what states must do to prepare for implementation. Additional state representatives will then join the discussion and provide their perspectives on how states might leverage federal funding to develop new health IT and HIE initiatives and bring existing programs to scale.

A representative from ONC will share information about the principles in the HHS Privacy and Security Framework, and there will be a presentation on a report that analyzes state medical records access laws around the country. In a follow-on discussion, the Health Information Security and Privacy Collaboration (HISPC), which comprises 42 states and territories, divided into multistate workgroups, will present findings and recommendations from three workgroups. The University of Massachusetts Medical School Center for Health Policy and Research was commissioned by the State Alliance and NGA to examine financing and oversight models to sustain electronic health information exchange. Models developed in the project and their respective pros and cons will be presented by NGA, followed by State Alliance discussion of possible recommendations for states on the issues of financing and oversight of HIE.

The NGA and the Federation of State Medical Boards (FSMB) convened state medical boards to collaborate in the development of a process for expediting licensure for physicians wishing to practice in a state where they are currently not licensed. The Association of State and Territorial Health Officers (ASTHO), through its Informatics Committee, has led an effort to develop a value statement for public health’s participation in HIE and identify specific ways for public health departments to become more engaged in HIE initiatives locally and nationally. A member of the ASTHO Informatics Committee will initiate a forward thinking discussion on prospects for advancing public health-based e-health initiatives.
