The last couple of years have clearly demonstrated the need for transformational change in our nation's Navy and Coast Guard. The direction of change in the Navy is guided by the CNO's vision for Sea Power 21 and the future of the Coast Guard is centered on the Integrated Deepwater System Program. At the same time, increased emphasis on Homeland Defense and Homeland Security are prompting a quest for greater synergy between the Navy and Coast Guard.

In the words of the CNO, “Innovative concepts and technologies will integrate sea, land, air, space, and cyber space to a greater extent than ever before.” Similarly, the Commandant of the Coast Guard envisions “…layered, maritime security operations…” and “a network-centric system of Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) …for effective accomplishment of all Coast Guard missions.” ASNE Day 2004 seeks to explore the implications that these changes and related efforts have for naval engineering.
