Marine Safety Program Update

In 2007, the Coast Guard Commandant Adm. Thad Allen committed the agency to improving the way they handle the marine safety business and its relationship with the marine industry. At that time, Adm. Allen directed the development of a strategy that provides a vision and road map for improving the effectiveness, consistency, and responsiveness of the Coast Guard Marine Safety program to promote safe, secure, and environmentally sound maritime commerce. He also committed to reinvigorating industry partnerships, improving mariner credentialing services, bolstering inspector and investigator capacity, improving technical competencies, and expanding rulemaking capability to ensure that it meet current and future industry needs. Allen said the strategy would include decisive actions to make the Marine Safety mission more effective including:
• Improve the Marine Safety program’s capacity and performance;
• Enhance service delivery to mariners and industry customers; and
• Expand outreach and advisory mechanisms for industry and communities. |

The Coast Guard’s Domestic Vessel Compliance Division was tasked with developing, with industry input, a Towing Vessel Bridging Strategy to ease the transition of towing vessel operators into a Coast Guard inspection regime. The Coast Guard plans to accomplish this by enhancing, improving, and increasing its interactions with the towing vessel industry, and by acclimating all involved with the procedures, policy, requirements and administration of an inspected program so that disruptions to commerce can be avoided when the regulations take effect. In this session you will hear from the Coast Guard on how this program will work.

Adaptability of Vessel Design in OSV Market
The offshore industry is cyclical, and so is the rest of the marine industry. The decision to invest in modern vessels, especially offshore service vessels that have a life span exceeding 25 years, in a down market is a difficult one to make. As markets change, it becomes even more important for owners to consider the long-term business prospects for such a big investment. A single market, or single-mission vessel, may not be able to continuously sustain the investment over its life cycle while maintaining a competitive edge. On the other hand, a multimission design may not be competitive for any single mission. There is no better place to consider these factors than on the electronic drawing board as the vessel is conceptualized or developed. It is cheaper to make changes on the drawing board than in steel. If designs anticipate changes during the vessel’s life cycle, future changes are easier to implement as markets shift. Strategies to incorporate during the vessel design phase will be discussed.

Impact of Noxious Liquid Substance Standards to WorkBoats under MARPOL II
The IMO set standards for carriage of noxious liquid substances under MARPOL II some years ago with tankers in mind, but the list of actual chemicals that would be included was only released in the last couple of years. As a result, the offshore service vessel industry was brought under these MARPOL requirements after the fact. The net result is that just when the industry is building larger and larger boats to work in the deepwater market, the industry is being told that these boats will be severely limited in the volume of some liquid cargos they can carry. It is a worldwide problem that no one has quite solved. This session will seek to address this important issue.

Are You Compliant? Meeting New EPA Vessel Discharge Permits
The Environmental Protection agency recently began requiring that vessels start complying with new Clean Water Act requirements. The EPA began accepting permit applications during the summer with a goal of having every U.S. commercial vessel over 79’ (300 GRT or greater or that have the capacity to discharge eight cubic meters (2,113 gals.) of ballast water) obtain a permit and almost all other vessels be in substantial compliance by the fall. Come hear from representatives from the EPA and the Offshore Marine Service Association.
