Luncheon Keynote Address Day 1

The Honorable Christopher Cox, Chairman, U.S. House of Representatives Committee on Homeland Security (00:40:49) Representative Cox refuted skepticism about the need for Homeland Security by saying “The elaborate national and international effort that our country has aggressively led every single hour of every day since September 11, 2001 is necessary because we have been attacked and we will continue to be attacked by a determined enemy whose aim is both the mass murder of American civilians and the destruction of America’s economy, our government and our way of life”. He called for sustained investment in the fight against terrorism, saying that investment in more secure technology will actually improve day to day productivity such as preventing power blackouts or speeding cargo movement through ports.

Integration of Cyber and Physical Security

The mandate resulted in development of the FIPS 201 standard for identity verification for all federal agencies, which has also been adopted by many states.

Insight is provided by a government contracting consultant and by contracting officers from Federal Supply Service, Greater Southwest Acquisition Center, the agency that handles government contracts related to law enforcement, security, facilities management and emergency response.

Florida Hurricane Response: Different Perspectives and Lessons Learned

U.S. Federal Emergency Management Agency & GeoAge Inc. representativws discuss Hurricane Relief efforts(00:46:50) A FEMA representative enumerated the metrics of accumulative infrastructure damage, impact on services and heroic measures taken during and after the multiple-storm 2004 Florida hurricane season that affected every county in Florida and severely taxed response and recovery activities and logistics. Lessons learned were described including effective procedures and the elements that are essential for success. Anito Cholmondeley of GeoAge Inc. reported successful use of the company’s patented GPS-based locator system, housed in a PDA, that provided immediate, real-time, assessment and communication for the efficient deployment of resources and personnel in the absence of street signs, landmarks and house numbers.

Richard Clarke, Former U.S. Counterterrorism Czar (00:50:36) Mr. Clark discussed instances of growing complacency throughout the country, evidenced by plans that would increase security risks or create new vulnerabilities. While no major attacks have occurred on American soil since 9-11, attacks on offshore US facilities have increased, the number of terrorists has grown worldwide, and financial support has increased. He also warned of the danger of becoming complacent as we eliminate Jihadist leaders because the next generation of terrorists is developing. And homegrown extremist groups pose another threat.

Luncheon Keynote Address Day 2

Tommy Thompson, Former Secretery, U.S. Department of Health and Human Services (00:30:10) Mr. Thompson advocates “a strong public health system, which is vital to ensuring that our homeland is indeed secure”. He enumerated many of the bio-hazards America faces and the investments made since 9-11 to improve our public health infrastructure, countermeasures and response capabilities including the government / private sector cooperation in Project Bio Shield. After commenting on the need for continued investment in technology and procedures to combat bioterrorism or disease pandemics, he said that recent improvements have resulted in the safest-ever American food supply.

University of Findlay will Webcast Live Interactive Training Events for the Homeland Security Community

Matt Buskotter, project manager at the University of Findlay School of Environmental and Emergency Management, discusses the University of Findlay's mission funded by a new federal grant to conduct a proof of concept study on the Alert Center, an online, interactive training concept for the homeland security community. Interview with John Voinche

Roco Rescue, VP/Chief Operating Officer (RocoRescue.com) (00:04:17) Roco Rescue trains industrial, municipal and military emergency response teams, worldwide. Their courses include rope rescue, confined space, trench rescue, structure collapse rescue, antennae tower rescue, and will soon offer cargo container access and inspection. The company, which also sells emergency and rescue equipment, is constructing a new multi-purpose training center in Baton Rouge Louisiana, scheduled to open in 2006.

Demonstration by CoVi Technologies

Henry Glade CoVi Technologies, Sales Engineer (00:03:08) Mr. Glade demonstrated a digital video monitoring system with an IP camera that has a high definition sensor, digital signal processing that creates and streams an image six times, providing a range of images from low to high definition. CoVi’s analog system, uses a dual out-port camera using a scaling function instead of a streaming function that allows wide angle viewing for situational awareness or zoom in for magnification of details without pixilization.

CoVi Technologies, Sales Engineer (00:05:21)CoVi Technologies created a technology, used for critical applications, that allows recording and monitoring of high resolution images across a security camera network without affecting the bandwidth. High definition images can be recorded while simultaneously streamed to cell phone or modem for monitoring.

AMTI, Sales Manager(00:02:09) Involved in the global war on terrorism, AMTI provides products and services for special missions and training, utilizing its Tier-1 expertise in such objectives as tactical SWAT team training for military missions and civilian first responders. AMTI expertise extends to maritime security and interdiction. One thing they do is work with groups such as Navy SEAL teams for target analysis from the attacker’s perspective in order to mitigate a port's vulnerability.
