Richard
Miller is the Senior Procurement Analyst in the Treasury Office
of the Procurement Executive on the Technology Team. He is engaged
in planning for, and development and implementation of procurement
technology initiatives across Treasury and the Federal government.
Richard serves as Treasury's representative on all major interdepartmental
electronic commerce groups, including the Procurement Executive
Council's Technology Committee, the Interagency Acquisition Internet
Committee, the Section 508 Interdepartmental OFPP Working Group,
and the Integrated Acquisition Environment initiative. He served
as the Treasury Procurement representative on the Joint Financial
Management Improvement Program Procurement Interface Project to
establish government-wide standards for the interfacing of financial
and contract writing systems. Richard is the senior co-chair of
the FedBizOpps Interdepartmental User Group, and serves as the Section
508 IT Accessibility Coordinator for Treasury Procurement. Under
his program leadership, the Treasury Department implemented use
of the Defense Department's Central Contractor Registration System
for procurement and finance activities in May 2002.
Previously, Richard was the Bureau Chief Procurement Officer at
the Comptroller of the Currency in Treasury. Prior to this, he worked
in program management for the developmentally disabled in the District
of Columbia for seven years, where he transitioned to the procurement
field. His earliest professional work was with Boston City Hospital
and the Massachusetts Rehabilitation Commission for eight years
directly serving individuals with disabilities, and progressing
to Regional Director for a population of 1.2 million.
Richard obtained his Bachelor of Arts degree in Philosophy from
St. Stephens College, Dover, Massachusetts, and his Master of Education
degree in Rehabilitation Psychology from Boston University, where
he continued post-Masters courses toward a doctorate.
Marney Beard
Marney
Beard As Manager of the Accessibility Program Office, Marney Beard
coordinates efforts across Sun to develop and evangelize technology
that supports accessibility, and to ensure that Sun's products meet
the requirements of Section 508. Marney has also managed software
design, development, and support for office products, decision systems,
system administration, and web applications.
Her introduction to technology for persons with disabilities came
in one of her first jobs, when Marney programmed a computer-assisted
instruction system for deaf students. In 1998-99, Marney served
as Sun's alternate member on the Electronics and Information Technology
Access Advisory Committee, which provided recommendations to the
Access Board on the implementation of Section 508.
Marney graduated with a BA in History from Stanford University and
a Masters in Education from the University of Missouri. She has
also earned a certificate in Alternative Dispute Resolution from
the University of California Extension.

assigned to the hp accessibility solutions group. Primary focus
is on the printer products (Laserjet and Ink) as a technical liaison
to the various divisions and for interpretation of 508 requirements.
Also member of several industry associations working in the area
of accessibility (both in the US and International)

Cook
Deborah
Cook is Director of the Washington Assistive Technology Alliance
and is also The Technical Assistance Coordinator for the National
Center on Accessible Information Technology in Education. She became
actively involved in technology accommodation and access issues
as a vocational rehabilitation counselor in the early 80's because
of barriers imposed by lack of access to technology she and other
consumers faced in employment and independence. Deborah is nationally
recognized for her expertise and leadership regarding a wide range
of IT, policy development and service delivery issues. She is a
member and the former chair of the American Council of the Blind
Information Access Committee. She is also a regular contributor
to Access World published by American Foundation for the Blind.
